When does the Wage Guidelines become Our Happiness Index?

 

    The wage guidelines of the enterprises in 2014 has been recently announced in Beijing and According to incomplete statistics of the reperters  it also has been released in other ten provinces (autonomous regions and municipalities) as of June 17 this year, and the highest baseline is 15 % in Henan and Xinjiang,and the lowest one is 10% in Hubei.It is worth mentioning that:even though the wage guidelines  has been downward,some users still lament:it is only “nice look” but not rising range indeed according to the gains.

    Hasn’t this beautiful landscape really played a guiding role in economic development of China ?

    First,Look upon our state-owned enterprises,in which the wage guidelines issued every year only serves as a guide,in which the wages gains of the personnel every year is controlled within the on-line according to the issued wage guidelines,the imformation comes from the current community sector. But in fact that the wage increases in many state-owned enterprises is only controlled within the on-line of the financial book which we have recently found it out on the annual financial audit results of 11 SOEs in 2012 checked by Audit Office.Datang Group,Zhonghai Group,Huarun Group, Metallurgical Group of China,Aerospace Science and Technology Group, Zhonghe Construction Group, six state-owned enterprises and its affiliated companies ,most of them illegally gave their personnel benefits 171,478,700 yuan by paying benefits out of wage, falsifying the cost of raw materials, dummy coffers and falsifying labor invoices,etc ,they controlled the wage increases by offering benefits with junk welfare and so for the state-owned enterprises, the guidance meaning of the wage guidelines is non-positive to some extent.

    Then how about the private enterprises and the private sector?In some enterprices with good retuns,they don’t regard the "wage guidelines" as a cornerstone of negotiating wage instead they think that ‘wages rise’ is just internal affairs which isn’t illegal.Because of the nature of capital profit-driven,the employers minimize labor costs no doubt this is natural problem.Since “wage guidelines”is only a guidance,the employers mustn’t follow it .In these effectiveness companies,the bosses have so much grievances on the wage guidelines and the average wage of workers who were on work last year.It’s very hard for the enterprises becuase no matter how about the macro environment,how about the business , no less than double-digit growth of enterprise wage guidelines and the annual average wage of workers each year ,in addition heavy taxes and social insurance,funding constraints, material prices, reduced orders, thin profits year after year,the increase of the wage guidelines and the annual average wage year after year.SMEs are already suffering from labor shortage problems,being lack of hiring,being too poor to support workers so the bullish wage guidelines very year are fueling them, also a blind guide.

    Putting paying double into effect is the ambitious plans of the CPC Central Committee and the State Council for the Government departments, which will be listed in"Twelfth Five-Year Plan".Statistically,it’s already become a settlement that the paying double can be finished during "Twelfth Five-Year Plan".Everywhere the increase of the minimum wage,average wage of the workers on work the last year,enterprise wage guidelines occur every year.Facing to these rising data,the local governments got into two kinds of difficulty,one is to finish the double rising plan to be accountable to their superiors,also to the plan then to their assessment, the other side ,the so-called wage guidelines is just a decoration.for some municipal and county government which have complated the restructuring of the state-owned enterprise. The most important channel of realizing"wage guidelines" is the wage negotiation but which has to be currently provided by the unions.In fact,in our country enterprise unions different from personnel, finance  aren’t too strong to help the employees to realize ' wage guidelines ".At the same time the local governments have to face the pressure of the corporate employment and the social insurance premiums and hope to create a more relaxed environment to the enterprises.

   It ‘s the real benefits for the workers to get the money in hands, too high wage guidelines which can’t work is empty.So many people think the lastest salary guide as "be growth", "castles in the air".

   However,since these years,wage guidelines haven’t really played a guiding role yet.We need to think about :when it can become our happy index instead of being named “beautiful look”.

   On this problem,the writer thinks:First, the statistics department must be squeezed out of the water from the data indicators for the assessment to add up really the real wages of workers.Second,our state does a macro-control on the total amount of wages,issued a guidance of the wage adjustments and strengthen the guidance wage of the public officials.Third,according to the economic situation,the companies are asked to carry out the wage system neatly to learn from Singapore's National Wages Council which suggested to make the wage level 15 percent lower during the financial crisis in 1997,so the wage guidelines can’t only be raised but also be cut down.During the crisis times of the economic downturn,companies can reduce operating costs through lower, to avoid the occurrence of significant layoffs;Fourth,the government departments should provide policy space for enterprices tax breaks, to enhance the competitiveness of their products and maximize profits; Fifth,to be strict with the implementation of the relevant laws and regulations and to protect the workers' rights.
